Qualification Requirements8.1 The bidder must possess relevant qualifications and similar project experience, and have the capability to provide the services required for this procurement project.8.2 The bidder must be an enterprise legally registered in China with independent legal entity status and the ability to independently bear civil liabilities.8.3 The bidder must have a sound financial position and provide the complete annual balance sheet and profit and loss statement for the previous fiscal year. The bidder must have good banking credit and commercial reputation, must not be ordered to suspend business or be in bankruptcy proceedings, and its assets must not be under restructuring, takeover, or freezing.8.4 The bidder must have no major illegal records such as fraudulent bid winning or serious contract breaches within the past three years.8.5 The bidder must have a good record of paying taxes and social security contributions in accordance with the law.8.6 The bidder must possess the necessary equipment and professional technical capability to perform the contract.8.7 Within three years prior to participating in this procurement activity, the bidder must not have been listed as a dishonest person subject to enforcement.
