货物或服务的说明:千年古城复兴综合规划涉及28个指标，包含综合发展、文化复兴、特色产业、百姓宜居四个部分，主要内容包括系统梳理古城各类规划，注重与国土空间规划的有机衔接，开展城镇风貌设计、有机更新等研究，系统保护和修复古城的历史街巷、古井古桥、古道古树等历史遗存，适当疏减并妥善安置原住民，优化业态发展空间，挖掘并推广古城传统文化、特色小吃等，塑造特色鲜明的古城文化品牌，探索发展新兴产业，增强经济新动能，不断提升公共服务能力。力争通过5-15年的努力，将芝英古城打造成文化复兴的标杆、特色产业的标杆、百姓宜居的标杆。

采用单一来源采购方式的原因及说明：（一）2017年，上海同济城市规划设计研究院有限公司与永康市人民政府签订了《战略合作框架协议》，围绕助推“两美永康建设和城市转型发展”取得了不少合作成果。2004年该团队实施了芝英街道驻地控制性详规编制。2018年实施了永康市江南山水新城的规划编制。对永康市和芝英镇的情况都有深入的了解，该项目由上海同济城市规划设计研究院有限公司承担有利于保持永康城乡规划空间布局的一致性和芝英镇历史文化保护的延续性，且更换其他规划设计单位会增加前期勘察和走访成本。（二）上海同济城市规划设计研究院有限公司拥有建设部和同济大学唯一共建的国家级的“历史文化名城研究中心”。拥有综合的学术和专业背景，技术力量雄厚。持有城市规划、旅游规划、建筑行业（建筑工程）甲级资质以及环境保护、市政行业、风景园林工程设计、文物保护勘察设计等专项甲级资质，能够为解决千年古城复兴项目不可预期的困难提供强有力的技术支撑。芝英镇作为金华唯一入选全省首批千年古城复兴试点镇，将是永康市政府打造共同富裕先行示范的样板，适宜由国内一流的设计团队上海同济规划设计研究院有限公司来承担。（三）芝英镇是国家级历史文化名镇，情况复杂且特殊。千年古城复兴综合规划既要处理好古街古巷和历史建筑的保护，又要统领兼顾诸多复兴发展，跟其它试点镇比较具有特殊性。其次芝英古城基础条件差、历史欠账多、公共配套设施薄弱，在第一批复兴试点11家单位中是条件最差的一个乡镇。加上省里试点要求高、指标多、考核严，永康市政府对芝英千年古城复兴建设目标定位高等因素，需要国内顶级专业设计团队来操盘。上海同济规划设计研究院有限公司适宜承担。（四）设计团队专业性强，项目负责人周俭教授是同济大学历史遗产保护和城市设计方向的国际知名专家，曾担任同济大学国家历史文化名城研究中心副主任、世界银行“贵州省自然与文化遗产保护”贷款项目中方技术咨询组组长、中国城市规划学会历史文化名城学术委员会副主任委员、中国雄安新区容东片区总设计师。团队主创陆天赞博士、周珂博士等具有丰富的历史保护设计经验，包括都江堰历史城区、福州三坊七巷历史街区、宁波月湖历史地区、义乌佛堂古镇、杭州余杭塘栖古镇等。
鉴于此情况，本项目建议釆用单一来源釆购方式，由上海同济城市规划设计研究院有限公司承担《芝英镇千年古城复兴综合规划》编制任务。
