1.招标条件

1.1本招标项目巴中市恩阳区古镇居民楼等5个老旧小区改造配套基础设施建设项目(项目名称)己由巴中市恩阳区发展和改革局(项目审批、核准或备案机关名称)以恩区发改行审{2019179号、{2020468号（批文名称及编号）批准建设，项目业主为巴中市恩阳区城乡建设投资有限责任公司，建设资金来自争取上级补助及自筹（资金来源），项目出资比例为100%，招标人为巴中市恩阳区城乡建设投资有限责任公司。项目己具备招标条件，现对该项目的监理进行公开招标。

1.2本招标项目为四川省行政区域内的国家投资工程建设项目，巴中市恩阳区发展和改革局（核准机关名称）核准（招标事项核准文号为恩区发改行审{2019179号、{2020468号的招标组织形式为委托招标。招标人选择的招标代理机构是四川中晟亿泰工程咨询有限公司。

2.项目概况与招标范围

2.1项目名称：巴中市恩阳区古镇居民楼等5个老旧小区改造配套基础设施建设项目

2.2项目编码：2019-511903-78-01-403966

2.3建设地点：巴中市恩阳城区。

2.4建设规模：改造车站圆楼、实验中学宿舍楼、农机大厦、畜牧大厦、古镇居民楼等5个老旧小区弱电管线16700米、电梯22部、供排水管道17300米、公厕5个、天然气管网14400米、小区绿化9000平方米、道路面硬化黑化85000平方米、化粪池5座，以及无障碍设施、路灯、养老扶幼设施、停车场等。

2.5监理服务期：施工工期+缺陷责任期。

2.6招标范围：该工程整个项目施工期及缺陷责任期的监理服务工作。

2.7质量标准：符合国家现行验收合格标准。

2.8标段划分：监理1个标段。

3.投标人资格要求

3.1本次招标要求投标人须具备①独立法人资格，②相关行政主管部门颁发的市政公用工程监理乙级及以上资质，③企业注册地不在四川省行政区域内的省外企业须提供在有效期内的《四川省省外建筑企业入川承揽业务验证登记证》或带二维码的《四川省省外施工、监理企业入川承揽业务省厅基本信息录入证》或带二维码的《四川省省外建筑企业入川信息电子登记表》,④近3年（2018年1月1日至今）已完成或在建不少于1个市政公用工程监理类似项目业绩，并在人员、设备等方面具有相应的监理能力。

3.2本次招标 不接受 联合体投标。

3.3 各投标人均可就上述1(具体数量)标段投标。

4.招标文件的获取

4.1凡有意参加投标者，由联合体牵头单位请于2020年 12 月 16 日00时00分（北京时间，下同）至2020年 12 月 20日23时59分，开始登陆巴中市政务服务和公共资源交易服务中心网站（http://zwhjy.cnbz.gov.cn/）“公共资源交易服务平台”中“建设工程招标投标”通过数字证书下载招标资料（招标文件、工程量清单、施工图纸等）。

4.2 招标人不提供其他任何报名和招标文件获取的方式。

5.投标文件的递交

5.1投标文件递交的截止时间（投标截止时间，下同）为2021年 01 月 07 日09时00分，地点为巴中市政务服务和公共资源交易服务中心（四川省巴中经济开发区红星路 70 号巴中市市民之家 4 楼）本项目开标室。

5.2逾期送达的或者未送达指定地点的投标文件，招标人不予受理。

6.发布公告的媒介

本次招标公告在全国公共资源交易平台（四川省）、巴中市公共资源网、四川建设网上发布。
