华能雄安项目概念性建筑设计方案征集资格预审公告2021-10-25

华能置业有限公司作为主办单位现举办“华能雄安项目概念性建筑设计方案征集”活动。本次方案征集活动将公开邀请具有相关规划设计经验的设计机构前来申请应征，提交资格预审申请文件（以下简称“申请文件”）。通过资格预审选取5个应征人参加征集活动，并提交应征设计成果。

HuanengAssetManagementCo.,Ltd.,astheSponsor,isnowconductingthe“SolicitationofProposalsfortheConceptualArchitectureDesignoftheHuanengXionganProject.”DesignagenciesworldwidewithrelatedplanninganddesignexperiencearepubliclyinvitedtoparticipateandsubmittheApplicationDocumentsforPrequalification(hereinafterreferredtoasApplicationDocuments).TheSponsorwillselectfivefinalapplicantsasParticipantsforsolicitationofproposalsandforthemtofurthersubmittheirdesignproposalsforresponse.

1.项目概况1.ProjectBrief项目名称：华能雄安项目概念性建筑设计方案征集。

ProjectName:TheSolicitationofProposalsfortheConceptualArchitectureDesignoftheHuanengXionganProject.

项目位置位于河北雄安新区启动区雄安城市航站楼和雄安高铁站附近。

ProjectLocation:NeartheXionganCityTerminalandXionganHigh-speedRailwayStationintheBootAreaofXionganNewAreaofHebeiProvince.

项目规模：项目用地分为四个地块，规划面积约53740平方米，总建筑面积约35万平米，其中地上总建筑面积约25.8万平米。地块概况如下：

ProjectSize:Theprojectlandisdividedintofourplots,withaplannedareaofapproximately53,740squaremetersandatotalconstructionareaofapproximately350,000squaremeters,ofwhichthetotalabove-groundconstructionareaisapproximately258,000squaremeters.Theoverviewofplotsisasfollows:

地块一：规划面积约14360平方米，用地形态接近方形，东西、南北走向长均为约125米。用地性质为商业服务业用地，控规要求容积率5-7，建筑高度100-150米。总建筑面积约11万平方米（地上建筑面积8.6万平方米），包括市政配建物流中心500平方米，公交枢纽站1500平方米。

Plot1:Theplannedareaisapproximately14,360squaremeters,andtheplotusedisalmostinasquareshape,withalengthofabout125metersfromeasttowestandsouthtonorth.Thelandisusedforcommercialserviceindustry,andtheregulatoryplanrequiresafloorarearatioof5-7andabuildingheightof100-150meters.Thetotalconstructionareaisabout110,000squaremeters(withanabove-groundconstructionareaof86,000squaremeters),including500squaremetersofamunicipallogisticscenterand1,500squaremetersofapublictransportationhub.

地块二：规划面积约1242平方米，用地形态接近长方形，用地性质为城市公园绿地与广场用地。

Plot2:Theplannedareaisabout1,242squaremeters,andtheplotisalmostinarectangleshape.Itisusedforgreenspaceandsquaresofurbanparks.

地块三：规划面积约15988平方米，用地形态接近梯形，南北长约105米，北边长134米，南边长185米。用地性质为商业服务业用地，控规要求容积率2.5-5，建筑高度45-100米，总建筑面积约12万平方米（地上建筑面积9万平米）。

地块四：规划面积约22150平方米，用地形态接近梯形，南北走向长约105米，北边长约185米，南临东西轴长度约225米。用地性质为商业服务业用地，控规要求容积率2.5-5，城市设计要求临东西轴建筑高度控制在45-60米，总建筑面积约12万平方米（地上建筑面积8.2万平米）。

4.应征申请人的资格4.EligibilityandQualificationsofApplicants4.1应征申请人（以下简称“申请人”）应为合法注册的法人实体或由合法注册的法人实体组成的项目联合体。不接受个人及个人组合的报名。

4.1Theparticipatingapplicant(hereinafterreferredtoasthe“Applicant”)shallbealegalentitythathasbeenlegallyincorporatedinaccordancewithlawsoraprojectconsortiumcomposedoflegalentitiesthathavebeenlegallyincorporatedinaccordancewithlaws;Individualorteamofindividualswillnotbeaccepted.

4.2申请人须具有建筑设计的专业技术能力。

4.2TheApplicantmusthavetheprofessionaltechnicalabilitiesofarchitecturaldesign.

4.2.1中华人民共和国境内的申请人应提供建筑行业（建筑工程）设计甲级及以上资质。

4.2.1TheApplicantswithinthePeople"sRepublicofChinashallprovideaClassAqualificationsforthearchitecturalindustry(architecturalengineering)designorabove.

4.2.2中华人民共和国境外的申请人须依所在国或所在地区的管理规定具有建筑设计的执业许可或经营许可，中国境外的设计机构须与中国境内的设计机构联合应征。港澳台设计机构的资格要求参照境外设计机构资格要求的规定。

4.2.2TheApplicantsoutsidethePeople"sRepublicofChinashouldhaveapracticelicenseorbusinesslicenseforarchitecturaldesigninaccordancewiththenationalorlocaladministrativeregulations.AnydesignagencyoutsidethePeople"sRepublicofChinamustapplyinconjunctionwithadesigninstitutioninthePeople’sRepublicofChina.ThequalificationrequirementsfordesignagenciesinHongKong,MacaoandTaiwanshouldrefertotheprovisionsonthequalificationrequirementsforoverseasdesignagencies.

4.3应征申请人的项目负责人（首席建筑师）须由应征申请人单位中具有一级注册建筑师执业资格，且主持过与本项目建筑功能、性质相类似的设计项目的设计师担任。

4.3Theprojectleader(chiefarchitect)ofanyApplicantmustbeadesignerwhohasaClass1registeredarchitectqualificationandhaspresidedoveradesignprojectsimilartothisProjectintermsofarchitecturalfunctionandnatureintheApplicant.

4.4本项目接受联合体应征。

4.4TheConsortiumisacceptedinthisProject.

4.5除联合体内部的成员外，参加征集的应征人之间不应存在关联关系。

4.5ExceptforpartnersofaConsortium,theParticipantsinthesolicitationshallnotconstituteorbearanyaffiliations.

有意向参加应征的申请人需先在北京科技园拍卖招标有限公司网站（www.bkpmzb.com）下载资格预审文件领取登记表，填写完成后以Word版本E-mail至征集指定邮箱kjysanbu@163.com或递交至北京科技园拍卖招标有限公司，征集组织机构收到登记表后，再将资格预审文件的下载密码发送给申请人。

6.申请文件的递交6.SubmissionofApplicationDocuments申请文件递交的截止时间为2021年11月8日17时00分，申请人应在递交截止时间之前将申请文件递交至征集组织机构。主办单位和征集组织机构将拒绝接收逾期送达的申请文件。

Thedeadlineforsubmissionofapplicationdocumentsis17:00onNovember8,2021,andApplicantsshallsubmitsuchdocumentstotheOrganizerofSolicitationbeforethedeadline.TheSponsorandtheOrganizerofSolicitationwillrejectanyapplicationdocumentsthatarriveafterthespecifieddeadline.

7.资格预审公告发布媒体7.MediaReleasingAnnouncementonPrequalification本公告在（www.ccgp.gov.cn）、中国华能集团有限公司电子商务平台、北京科技园拍卖招标有限公司网站（www.bkpmzb.com）同时发布。本公告的修改、补充以在以上网站发布的内容为准。

8.其它条款8.Miscellaneous8.1知识产权

8.1IntellectualProperty

8.1.1本次方案征集接收的所有有效的应征文件均不退回。

8.1.1Allvalidresponseproposalsreceivedinthissolicitationwillnotbereturned.

8.1.2应征人对其应征设计文件享有署名权，在征得主办单位书面同意后可通过传播媒介、专业杂志、书刊或其他形式评价、展示其应征设计文件的相关内容。除应征人的设计标准、设计导则和绘图元素以外，应征人不得将应征设计文件及设计成果用于其他的设计项目。

8.1.2TheParticipantholdstherightofauthorshipforitsDesignProposalandcancommentonanddisplaysuchDesignProposalsintheformsofmediacommunications,trademagazines,publicationsamongothersaftergrantedwiththeSponsor’sconsentinwriting.ParticipantshallnotusethedesigndocumentsandDesignProposalsonotherdesignprojects,excepttheParticipant’sdesignstandards,designguidesandprinciples,anddrawingelements.

8.1.3应征人应保证提交的应征设计文件及设计成果在中国境内或境外没有且不会侵犯任何其他人的知识产权（包括但不限于著作权、专利权）或专有技术或商业秘密。应征人应保证，如果其应征设计文件使用或包含任何其他人的知识产权或专有技术或商业秘密，应征人应已经获得权利人的合法、有效、充分的授权。应征人因侵犯他人知识产权或专有技术或商业秘密所引起的全部赔偿责任应由应征人承担。

8.1.3ParticipantsshallensurethatallthesubmittedapplicationdocumentsandDesignProposalshavenotinfringeduponandwillnotinfringeuponIPR(includingbutnotlimitedtocopyrightandpatentright)orproprietarytechnologiesortradesecretsofotherswithinoroutsidethePeople’sRepublicofChina.ParticipantsshallguaranteethatiftheirDesignProposalsuseorincludeIPRorproprietarytechnologiesortradesecretsofothers,theParticipantsshallhavealreadyobtainedlegitimate,validandsufficientauthorizationfromtherightholders.TheParticipantsshalltakeallliabilitiesforanycompensationsarisingfrominfringementuponIPRsorknow-howortradesecretsofothers.

8.1.4主办单位可以对所有应征设计文件及设计成果印刷、出版和展览，并可通过传播媒介、专业杂志、书刊或其他形式评价、展示、宣传应征设计文件及设计成果，但应注明设计机构的名称。

8.1.4TheSponsorcanprint,publishandexhibitalltheapplicationdocumentsandDesignProposals,orcommenton,displayandpublicizetheapplicationdocumentsandDesignProposalsviamediacommunications,trademagazines,publicationsorbyothermeans.Thepreconditionisindicationofthenameofdesigninstitutionsforsuchdesign.

8.1.5主办单位与获得建筑工程方案设计合同的应征人签署设计合同后，主办单位或项目实施单位在该建设项目中拥有对其应征设计方案的使用权。

8.1.5AftertheSponsorsignsthedesigncontractwiththeParticipantwhoisawardedthecontractofarchitecturalengineeringproposaldesign,theSponsororprojectimplementationunitshallhavetherighttouseitsDesignProposalintheconstructionproject.

8.1.6主办单位或项目实施单位或获得建筑工程方案设计合同的应征人使用其他应征人的应征设计方案的，应当事先征得该应征人的书面同意，并按规定支付使用费。未经相关应征人书面许可，主办单位或项目实施单或者设计人不得擅自使用其他应征人的应征设计方案。

8.1.6IftheSponsororprojectimplementationunitortheParticipantwhoisawardedthecontractofarchitecturalengineeringproposaldesignusestheDesignProposalsbyotherParticipants,theyshallobtainsuchParticipants’priorwrittenconsentandpaytheusagefeeasrequired.WithoutthewrittenpermissionoftherelevantParticipants,theSponsororprojectimplementationunitortheDesignershallnotusetheDesignProposalsbyotherParticipantswithoutauthorization.

8.2应征设计补偿金

8.2CompensationsforDesignProposals

主办单位将向按征集文件的要求在规定的时间内提交了有效应征文件的应征人支付应征设计补偿金，金额为人民币150万元（含税），但对于获得建筑工程方案设计合同的应征人，主办单位不再向其支付应征设计补偿金。当应征人出现下列情况时，主办单位不予支付补偿金：

TheSponsorwillpaycompensationsforDesignProposalstoParticipantswhohavesubmittedvalidresponseproposalsatthespecifiedtimeinaccordancewiththerequirementsofthesolicitationdocuments.TheamountisRMB1.5million(includingtax).However,fortheParticipantwhoisawardedthecontractofarchitecturalengineeringproposaldesign,theSponsorwillnolongerpayanycompensationforitsDesignProposal.Incaseofthefollowingconditions,theSponsorwillnotpaythecompensation:

(1)应征人未按规定时间提交应征文件；

(1)Participantsfailtosubmittheapplicationdocumentswithinthespecifiedtime;

(2)应征人提交的应征文件经专家委员会评审被认定为未对征集文件要求作出实质性响应；

(2)TheapplicationdocumentssubmittedbyParticipantsarejudged,uponthereviewoftheCommitteeofExperts,asnotsubstantiallyrespondingtotherequirementsofthesolicitationdocuments;

(3)应征人被取消应征资格。

(3)Participantsaredisqualified.

8.3奖项的设置

8.3AwardsSettings

本次方案征集设优秀奖3名。每个优秀奖奖金为人民币15万元（含税），但获优秀奖的3个应征人须根据主办单位的深化设计要求对其提交的设计成果进行深化和优化，但对于获得建筑工程方案设计合同的应征人，主办单位不再向其支付奖金。

ThreewinningprizesforthesolicitationofDesignProposals.TheprizemoneyforeachwinnerisRMB150,000(includingtax).However,thethreewinningParticipantsshalldeepenandimprovetheirdesignproposalsaccordingtothein-depthdesignrequirementsoftheSponsor,andfortheParticipantwhoisawardedthecontractofarchitecturalengineeringproposaldesign,theSponsorwillnolongerpayanyprizemoney.

8.4征集后续工作

8.4Follow-upworkforthesolicitation

主办单位将从优秀设计方案中选取华能雄安项目的中选设计方案，并授予建筑工程方案设计合同。合同签订后，主办单位可以在项目的实施中使用该设计方案。本项目分期实施，设计任务按各地块的建设计划分期下达，方案设计费按各地块的实施情况分阶段支付。

TheSponsorwillselectthewinningDesignProposalsoftheHuanengXionganprojectfromthehigh-qualityresponseproposalsandawardthecontractofarchitecturalengineeringproposaldesign.Afterthecontractissigned,theSponsorcanusetheDesignProposalsintheimplementationofthisProject.ThisProjectisimplementedindifferentstages.Thedesigntasksarereleasedbystagesaccordingtotheconstructionplanofeachplot,andtheproposaldesignfeesarepaidbystagesaccordingtotheimplementationstatusofeachplot.

8.5适用法律

8.5GoverningLaws

本次征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。

ThesolicitationperseandanydocumentsrelatingtheretoshallbegovernedonlybythelawsandregulationsofthePeople’sRepublicofChina.

8.6语言

8.6Languages

资格预审文件以及与资格预审文件相关的补充文件和澄清文件均使用中文和英文书写。申请文件应使用中文书写，申请人随申请文件提供的证明文件和印刷品可以使用另一种语言，但应附中文译本。在中文与其他语言的意思表达不一致时，以中文为准。

ThelanguageusedinthePrequalificationDocumentsandanysupplementandclarificationdocumentstheretoshallbeChineseandEnglish.ApplicationDocumentsshallbedraftedinChinese.AnotherlanguagecanbeusedfortheproofdocumentsthattheApplicantprovidesalongwiththeApplicationDocumentsandprinteddocuments,buttheversionwithChinesetranslationshallbeattachedthereto.Intheeventofanydiscrepancy,Chineseshallprevail.

本次征集活动的最终解释权归主办单位。
